Martin Dubbey

Managing Director, Harod

Martin spent 30 years with UK law enforcement up until October 2010. Most of that time was spent with HM Customs in a range of operational and intelligence roles. This included transnational fiscal fraud, drug and corruption enquiries at the highest level. On transfer to the UK Serious Organised Crime Agency (SOCA, now the National Crime Agency, NCA) in April 2006, he was responsible for drugs intelligence and the co-ordination of various organised crime control strategy programmes, including UK and European threat assessments. His career included being based in Miami, Florida, as a UK liaison officer working with the FBI, DEA, US Customs and other federal and state organisations.

Martin is the founder of Harod, which, for the past 8 years, has been involved in the private sector by investigating commercial fraud, corruption and asset tracing work, combining his experience of government, global connections and the use of cutting-edge cyber technology. Harod has an extensive sport portfolio. Most recently Martin was engaged as the Chief Investigator into the Russian doping scandals at the Sochi Olympic Games and corruption allegations within International Weightlifting, deploying a wide range of forensic investigation techniques to support these enquiries.

Martin also has over 10 years experience in the development of cyber investigation technology to help in the speed of collection and analysis of relevant material, from a variety of sources, to enhance investigation work. In recent years, this technology helped identify over USD 750 million of hidden assets. Of particular note was Martin’s lead in the forensic examination of Russian databases and digital information that led to the exposure of State manipulation resulting in Russia being banned at the 2020 Olympics. These technology capabilities continue to be used in a wide range of criminal civil case.

Martin has an MSc International Criminal Justice degree and is a member of the FBI Leadership Development Program. He has been awarded the US International Narcotics Award of Honor for his lead role in countering drug flows across the Atlantic.
